The District offers Internet access to its patrons through District-owned computers, wireless access through patron-owned devices, and wireless access through District-owned devices. Access to the Internet is provided to give patrons the ability to seek ideas, information, and services beyond the District’s physical books and other materials.
The internet offers access to many valuable local, national, and international sources of information; however, materials accessible through it may be outdated, inaccurate, inappropriate, or offensive to some. The District does not control information found on the Internet and therefore cannot be held responsible for its content. Use of the Internet carries with it a responsibility to evaluate the quality of the information, and District patrons use it at their own risk.
Privacy and Confidentiality
Users should be aware that the Internet is not a secure medium and that third parties may be able to obtain information regarding user’s activities. Jefferson County Library District will not release information on the use of specific Internet resources by members of the public except as required by law or necessary for the proper operation of the District.
Access by minors
As with other library materials, parents/guardians are responsible for their minor children’s use of the Internet. In order to comply with the Children’s Internet Protection Act, the District has taken certain measures to assist in the safe and effective use of District-owned computers and wireless access in the building by all minors, including the use of Internet filtering software. However, it is acknowledged that no filtering software is fully effective in blocking intended sites and may inadvertently block unintended sites.
Minors are required to have a library card authorized by a parent/guardian to use District-owned computers with Internet access. Parents/guardians are responsible for minors’ use of personal computers and other devices to access the Internet wirelessly through District-provided access points.
Rules Governing Use
Due to the limited resources available for provision of public access to the Internet, the District reserves the right to limit the amount of time an individual user has during a single day. The public must comply with all federal, state, and local laws, including laws governing the transmission and dissemination of information while accessing the Internet.
Users may not:
- Use the computers or wireless access for any illegal activity, including child pornography as defined by Washington RCW 9.68A.070.
- Attempt to destroy or damage equipment, software, or data belonging to the District.
- Attempt to alter software configurations or install software.
- Attempt to bypass the filtering or security systems in the District.
- Make unauthorized use of District accounts, access codes, or network identification numbers.
- Make unauthorized copies of copyrighted or other protected material.
Jefferson County Library District’s Standards of Behavior Policy applies to patron use of the Internet. Violating any District rule may result in computer/Internet access being revoked.
